How discount rules work

A rule defines a custom bank wire discount that applies ONLY to carts matching its scope, and it overrides the global fallback discount from the Settings tab. Rules are evaluated from the lowest position number upwards and the FIRST one that matches the cart is used (the rest are ignored). For each scope (currencies, zones, countries, groups) and cart-value threshold, an empty value means \"any\" — so a rule with everything left empty is a catch-all that matches every cart. Tip: build tiered discounts by stacking rules with cart-value thresholds (e.g. position 0 = 5% for carts over 200, position 1 = 2% for everything else).
